Accepted Form 1583 ID and Address Documents, Including Renumbered or International Addresses

Completing USPS Form 1583 requires submitting specific primary photo identification and secondary proof-of-address documents that comply strictly with United States Postal Service (USPS) regulations.

1. Primary Identification Rules

Per USPS rules, every applicant must present a valid, unexpired Primary Photo ID:

    • International Applicants: A valid Foreign Passport is the standard primary photo ID required for non-U.S. residents during online notarization and account verification.

    • U.S. Residents: Acceptable primary IDs include a U.S. State Driver's License or ID Card, U.S. Passport or Passport Card, U.S. Permanent Resident Card (Green Card), or U.S. Military ID.

2. Secondary Proof-of-Address Document Requirements

The secondary document serves as proof of physical residence and must display the applicant's current residential address.

Acceptable Secondary Address Documents

Under USPS regulations, only the following official documents are acceptable:

    • U.S. State-Issued Driver's License or State ID Card (if not used as the primary photo ID)

    • Lease agreement, Mortgage document, or Deed of Trust

    • Voter Registration Card

    • Vehicle Registration Card

    • Homeowner's or Vehicle Insurance Policy (must show current coverage period and policy number)

Unacceptable Secondary Documents

Per USPS rules, the following documents cannot be accepted as proof of address for Form 1583:

    • Bank statements or credit card statements

    • Utility bills (electric, gas, water) or mobile phone bills

    • Social Security cards, birth certificates, or foreign driver's licenses

3. Special Case: Handling Officially Renumbered Addresses

If local municipal authorities have officially reassigned or renumbered your neighborhood street address, your property deed or land certificate may reflect an older house number, while current official documents reflect the new assigned number.

To complete Form 1583 successfully without rejection during notarization:

    1. Primary Address Entry: Enter the home address on your application exactly as it appears on your property deed/mortgage document (using the old house number) so it directly matches the secondary proof-of-address document.

    2. Current/Updated Address Entry: Enter your updated house number in Section 6 of Form 1583 (designated for address transfers or current physical locations).

    3. Primary ID Verification: Upload your valid passport alongside the deed to complete identity verification.
