You can only use your passport as a photo ID for your US mailbox application. At least one of your IDs must verify the address in Section 4f and Section 9b of USPS Form 1583.
Acceptable address ID documents include a current lease, mortgage or deed of trust, home or vehicle insurance policy, vehicle registration card, or voter card.
